keyword you want money site to rank for -> Web 2.0 with article written around that keyword. build backlinks using that keyword as anchor text -> link to your money site in that Web 2.0 article?


or am I missing a fundamental step here

Depends how long you want your main site to last for. Just for safety I make sure my Web 2.0s are multiple pages. But if I'm understanding you correctly then yes, that is the general idea...

yes, but don't ONLY use your keyword as anchor text. vary it.

Built web 2.0 property first, most sites delete 1st post with links. so post 1st article without links. and add atleast 10 articles per web 2.0 property over few month period. Also don't use keyword as anchor always, just keep keyword at less than 20% of time
