is this how fb is cracking down?

saw this today when i ignored someone as a friend.
is this new? could this be leading to bans on accounts, when you get to many people marking you for something?

"You ignored a friend request from James Bond. Report him for abuse or spam, or mark that you don't know him"

Makes perfect sense that FB does that. Like any successful website that depends on it's user experience (craigslist, yahoo mail, etc) they are using the ultimate spam detection tool - the users themselves!

The multiple options let people pick between:
1.) I ignored it because its clearly spammy BS
2.) I ignored it because I have no idea who this person is
