It's fair use for the fact that you have to act like a total nob cheese to narrate like that, which makes the work significantly different! :D

and you guys are saying this videos are getting over monetization process , or he can do it cuz was allready monetized , cuz hes dindt changed the video at all like nothing , just spoke over it .
 
Well,the process can be done in other to get approve for monetizing but organic/pannel views or clicks can't get your channel monetize on YouTube.
i have monetization channels allready but im wonder if i make this content wont get demontized ? using someone else video like that just cuz i speak over and i have a web there :))) ? or this dude , hes not using monetization on this videos just on the others with gameplays ... but still i think youtube will demo you :))

Mostly game hack video are easier to promote with YouTube and mostly their videos are not private,you making video with voice over will differ you from the video poster and also make you feel ahead as the real video creator.
yep maybe but still i dont get it , i still dont think is legal maybe for those with so many subscribes but i bet if i try this wont get a penny from yt
 
I guess these kind of videos come under "reaction videos". But mostly in reaction videos, the original videos are kept in one corner at the bottom, the whole focus is on the reacting youtuber. Here it is the opposite.

You won't know if it's considered fair use until a judge rules on the issue.

Remember that many people get permission from the owners of the content, and many content owners just don't care enough to strike you.

There is good argument both ways, a judge could rule 1 way and another judge could rule a different way the next day.

YouTube doesn't monetize based on fair use. Nobody here works for YouTube to approve you. People get approved by YouTube for 100% reused content 1 day, and the next day someone else gets denied for using 1 second of reused content.
 
YouTube will probably consider this transformative and monetize it. But you can never be 100% certain with such content, since the owners of the original videos could strike him any day. YouTube does not decide wether something is fair use or not, only a judge can. So YouTube will almost always play it safe and just strike you/close your account.

Bro for real, i was looking at this like "this c*nt looks familiar", then when he zoomed out i remember its that youtuber that punched some guy and then disappeared
