I remembered reading about a thread on seeing the ratio between the links as a gauge on whether its spammed but I cant remember it clearly. I am attaching a screenshot so im asking if anyone of you can see and tell me if this domain is spammed?

Backlink/RD ratio is irrelevant. Some sites have a sitewide backlink, which will raise the total backlink number by thousands.

If the domain is clean in every other aspect, then it's just fine to use it.

Check domain's backlinks on Ahrefs (even free) - it gives very clear image about backlinks quality.
