Is this called Keyword Stuffing ?

I have a site which got hit by Penguin like many others. It's a health-related WP blog placed in the folder like domain.com/apple-product-reviews. The site have about ten pages which have title like 'ipod reviews', 'iphone reviews', 'ipad reviews', 'macbook reviews' ... and their permalinks are exactly the same, these titles are also my targeting keywords. I list all these pages on the sidebar of blog. Therefore, each page have 2 words review or reviews in the title (something like iPad review | Apple product reviews) and also have 2 words reviews in the page's URL (domain.com/apple-product-reviews/ipad-review/).

So do you think the word 'review' is stuffed in my site from Google's point of view ? Hence it is reason i got penalized ?

The backlinks are not high quality links but they have good anchor text variation.

Keyword stuffing is when you have a high density of the same keyword in your post, anything over 3% is a lot i would say.

As for the titles, if i were you i would use titles that attract people and are not just direct keywords. With such titles you are bound to have a better click through rate and you can still use your keywords inside. Plus it will also make you look more natural to search engines. If you were punished because of this, i can't say because there are just too many factors that could be the cause of your penalty..

You should contact with the google to get clear information about why you were penalized. You never can not understand why was you band like this. So be sure first then take some steps to solve the problem.

Did you receive any response from Google?

Keyword stuffing can be a valid reason. Did you build a large number of backlinks in short time?

I got no message in Google Webmaster. My site are still ranked but not as well as pre-penguin, i lost 75% traffic.

i stopped link building since early 2010. Those are low-quality links but have good anchor text variation. I survived every panda update but got hit hard when Penguin was rolled out.

G is targeting sites with over-optimized anchors and too much interlinking so it could certainly be an issue. You can try a reinclusion request and see if you get a response but I seriously doubt if they will provide any useful info. Check your backlinks as well. If you are building links with a lot of exact match anchors then that could be the reason as well.
