Is this blackhat?

I was thinking of trying to do email submits using incentive traffic by faking referrer to a legit site and I was wondering if this would be blackhat or illegal? If it's blackhat what would be a good explanation for where is traffic coming from to the landing page? Cheers.

Incentive traffic is not converting for the advertisers so thats why
you should limit you self to a maximum 50 leads per offer per network i think.
You can say that the traffic comes from PPC and Media buys, but button line
is that the traffic will never convert for at the back end so you will probably
not get paid if you over do it, and there are some cases where people reported
that they got banned from the CPA network because of this.
Do not over do it, cover your tracks and if possible send some legit traffic as well
and rotate the offer, then you should be safe and you probably get paid every time.

Blackhat usually means ethically incorrect. Illegal means it's against the law. Blackhat methods are usually not considered illegal, but can be. What you're doing is NOT illegal, there's no law against it, however you MIGHT be breaking your CPA Network's TOS, but that's not illegal - that just means they can ban you. Hope that clears it up.
