Please explain me. I see that some websites usually use this method to rank higher succesfully. Here are some examples:
https://bit.ly/2ASCAG9
https://bit.ly/2RWeNia
https://bit.ly/2QXIkDC
Above there are forum posts with spun content and links to different websites (with 1 link to potential website to rank) and links to other forum posts with no logical sequence. All such webpages have hugh DA and PA maybe thanks to linking to each other with tier or wheel strategy.

So who faced or used similar strategy and is it really effective? Maybe someone provides such services? Maybe someone knows what soft can be used?

If it's working for them doesnt that mean it can work for you too? yes it does work and there are many threads on this forum that teach somewhat similar

Depends , black seo are good for shorttime, i prefered to say hit and run. for long therm or business doesnt work very good. take care of your website.

If you are talking abput link wheels, traditional ones doesnt work any more in 2018-2019. Google has become smart enough to identify them. However you can modify a link wheel to an advanced form rather than just a simple 5 site which are just linkining to each other in a circle. Try to have spokes in the wheel or try something like a many tiered wheel. Advanced link wheel patterns are working. I hv used the strategy to rank few sites with web2.0s. Hope that helps
