I am trying to make my friend some money on the VIP section of his website. Is having a gateway with incentivized email submits (for either supporting VIP or getting in for free) going to be OK with most CPA companies?

    No.

Most companies do NOT allow incent.

Please check their rules before trying this.

C*P*A*L*E*A*D* (Minus the *) DOES allow it.

Well a lot of the facebook apps do that anyway. So there shouldn't be a problem depending on the offer.
