Sure it is allowed. You could do it a hundred times, BUT they wont do it a hundred times.

I don't think so. After successfully completing the CPA offer, the users should be given their incentive. You should ask your AM about it.

Yup. Most networks would categorise this as false advertisement, putting you in the same situation with those that content-lock content that doesn't exist. Plus, by doing this you will only increase your earnings slightly, as most people won't bother to fill out the 2nd offer if they are unaware of it.

Instead, if you believe your members would not be against completing 2 offers then you can set up your Content Locker to unlock after 2 (not 1) offer completions. Just make it clear that they need to complete 2 offers and you are guaranteed to have more success than with what you were planning on doing.
