I understand that arbitrage is not allowed by google anymore.however, if the site not only contain adsense but also amazon ads with lots of real unique content, is it still considered as arbitrage and will get banned by adwords?

Not sure to be honest... ask in forums, give your website so they look at it(if you have made it) and you will get a response within 2-3 minutes

should be ok, they recently have approved my sites that contain Adsense and other real content. but I don't put Adsense as something really major there, it's at the right hand side lower part, not sure whether this makes any difference.

Well, if your site has a lot of content and it's obvious you are not just trying to get them to click on the ad then it's ok. I run blogs on Adwords that have adsense on them just fine
