Is it allowed to advertise cpa survey via chat programs messengers, and give links to your friends so they can directly sign up for some offer. is that legal and are cpa programs penalize that?

I would say "NO". you can't tell people to signup for offers just to make you money.

no unless they will get real leads...but as long as it is not a abuse it might not be caught.You would be taking a chance with your cpa company.
