is this allowed?

I've been doing some competitor research regarding quiz sites, and i noticed more than few quiz sites buying cpa traffic from swagbucks and apparently making more with ad revenue. I know there was a thread about this a year ago and the main issue of this traffic source was whether or not this is considered incentivized traffic. However, I still see major quiz sites doing this so is this an accepted practice?​
