Content+On-Page+Off-Page. In some cases. Redirections, building a website on expired domain. Oh yeah spamming :D . Is there any other thing you do outrank your competitor? Checking if i am missing something that experts do?

So you mentioned Off-page and On-page SEO - focus on that. It will cover everything.
