It's just the AI that drives the time needed, the rest would be akward, if they need more then one day to do it. I can generate you 10k full spam sites - registration, generation, cloudflare and all of this included - in perhaps 6 hours (not a product offer ;) ). This is not magic, just a question of handling some apis.
It sounds likly possible, but this doesn't mean, it's not scam. Would be stupid to scam with impossible offers , anyway ;)

No, those things aren't impossible, but do you think a 21 year old with no development experience has worked out the kinks to scale to that level? Big doubt.

That automation is not too hard compared to what some are doing in this forum already

Have a big excel, with domains, site names, categories, keywords (generated automatically of course from a thesaurus or equivalent)
then build the same site structure and scrape of AI the content and voila
Even I did similar 20 years ago in ASP, a site generating all static pages of other sites. But could now be also to fill a wordpress clone copied over and over 10k times
Here you need to add the bulk registration of domains and hosting. Some providers have APIs for that.

... but also as already said above, the real challenge is the interest and quality of result versus its cost
But maybe if the 10k sites could works together in a smart way, that could be a huge SEO or communication influencing weapon, much more than 10k separate sites (the 1+1=3 rule)

Yeah, it's more who offers it. If some stranger messages you, it's probably scam or at least selling more promisses, then it holds up to. Most likly some affiliate or MLM stuff. I'ld be sceptical to any cold calling - in Germany, this is even forbidden^^
 
It's possible but probably the most senseless journey to embark on
 
The content generation side of it is perfectly possible, the domain registration and administration will be more difficult. And who the hell would want to have to babysit 10,000 sites!?

But it's basicly just one PHP script with dynamic content, randomized by the URL as seed, so it's not that much babysitting^^
The great thing about it: one domain only needs to earn >20cent to be profible (at least, in my domain deal). And getting this done is not that difficult, everyone get's a domain to 1-5€ per month without any effort. The rest is scaling quantity. ;)

Oh man 10k domains would be a nightmare for me, my brain is always trying to tweak and improve things.
