I have a question about creating website apps. Is it against Admobs rules to use admob banners on a website app that is a website you don't own technically ?

So like hypothetically I create a website app from IMDB.com and it's named "Movie Reviews App" or whatever and I integrate admob banners on this app like you could any website app. Is that against their rules and even so if it is, do you really have to worry about something like that getting your account banned ?
 
I agree, just ask Admob what their position is on this. And then please report back here so we know too.

You cannot monetize content that is not yours.
I would rather ask the owner of the website if it is fine but at the same time it does not help.

He could tell you it is fine until someone fill a copyright claim.
with Google it is never safe no matter what you do.
I suggest you use it anyway while gathering downloads and ranking and see that is working.

than build your own website.
Copy his content and change it a bit
