Is this AdWords calculation correct?

I have been doing SEO for long, so I thought AdWords will be so great, since SEO is not instant.
I picked a 9k US search keyword with CPC $0.17. Then proceed to make an ad.
On keyword section, AdWords is showing less clicks with less budget. 16 clicks for $3.
Does this mean, within 24hrs, I will only be charged $3 for 16 clicks, instead of over 100 clicks with my $20 ad budget?
*I entered 1 keyword in keyword box with [], since I want clicks for that specific term.
 
Pls do not count on these early numbers these are really vague.

Run your campaign for a few days and see what's it settles to at a cpc cost.

Couldn't agree more, the only way to see data is to run, all other stats before can be way off.
 
You need to add more keywords and variations related to the main one. Let it runs for a few days and check "Oportunities" tab to get more ideas.
 
The search terms report is if not the most important report in AdWords. There you will find your converting keywords, so you can add them to your adgroups and also, you will find negative keywords, so you just add them to your negatives. Another great way to find positive and negative keywords is the keyword suggestion tool. You will find it on the Keyword level tab. You just click on +KEYWORDS and on the right side you will find your suggestions.
