Is this a site penalty ?

Hello,
I started a new site almost 6 months ago. I built the links slowly, so far I have only built some comments links and few web 2 links but my website is no where in Google even for the very less competitive keyword. when I check my site with site:example.com, main domain shows as a forth result and not the top result ? what is the problem ?

You need to build more links

Build links everyday and you will show up sooner or later
Depending on how competitive your keywords are
 
Looks like that domain may have a dark past.....has it been penalized in the past?
 
I'd check the domain:
a) on archive.org to see what content was on it before
b) on ahrefs to see what kind of backlinks the site had/has

In case everything checks out clean all you need to do is keep building quality backlinks.

Its a new domain I registered and built site. The problem may be low quality comments links because some of the pages on which i built links were spammed by people. I am using xsitepro so do u think its due to the same coding of the software ? I never blasted my website and built few links. I only have 14 no follow and 10 do follow links. what do you think guys ?
 
In that case keep calm and continue with:
1) producing good content on this site
2) building quality backlinks

You need to stop worrying about results and BUILD some links. Where are you going with 10 links?
Build an actual campaign, if you don't know how, read around and you'll find some useful information rather easy. You have to work in order to acquire success, there's no shortcut.

If I were you, I'd stay away from the software for now and figure out how you can build some manual links to help out your campaign.

Copy the first paragraph of your homepage and search it in google. If your site comes first, there's no penalty if the first result is not your site then you have been penalized.

And about your low competition keyword, how do you regard a keyword as low or high competition serp/SEO wise? A lot of people mess this part up.

I am worrying because its a very low competition keyword and my website is on page one in bing and yahoo but nowhere in the google and only few days back the website started showing as a forth result before it was on number one for site:example.com
