I just got a message on Fiverr and this guy wants me to promote his website in a post and then in my bio. This is the link he gave me - www.50plugandplay.com , is it safe in your opinion? Thank you very much!

P.S: My account is at 35k followers in the car niche with 1.5k - 2k average likes per pic, how much would you charge for a shoutout and for a 1 week / 1 day bio shoutout?

Yeah should be good, but you would probably benefit much more from finding out what he is targeting with your profile. Meaning that they would only ask you to do that if there is a way to make money from your particular account, and you could possibly benefit directly from that, by promoting it your self if possible.

From what I told you about my account how much would you charge him for a weekly bio shoutout and a daily shoutout?
