Is this a safe link strategy

Overview: I have 2 main sites in the same niche (i.e. plumbers los angeles) that sit on top first page, then other 12 sites in same service niche, but slightly different area (i.e. plumbers long beach, plumbers santa monica, etc). Each of the "other" sites has 1 link to one of my two main sites.

I am creating 100s of 2.0s with 5+ post, 500 words. Would it be ok if each post sent 1 link to each of my sites, and every one of my blogs had, for instance, a post w/ link to one of my main sites, and 4 posts w/ link to my other sites?

Hope that was clear. Seeing if should I leave the "other" sites out of my 2.0s, or include them? Hate writing 500 words of fluff with no links in it.
 
If all sites are hosted on different ip's. Then, you can link any one link to a four posts and leaving one post without a link.

If they are hosted on same ip's or having some footprints. Then better to concentrate one website per created property. As, your main site is already ranking. Boosting the other sites also helps.
 
Bear in mind that what you do can be easily picked by Google as related website network. Even if u use a diff ip for each website, still, linking between them can be problematic.
 
As pointed out if you are using different ips or proxies you can link one post to four different links, but if its the same ip then its not suggested to do so, as it would raise red flags. And even with different ips your site would show up in Google as a part of related website network, hence you would have to work smartly and avoid getting too much attention from Google in terms of this.
