I own a YouTube channel (whitehat) and I want to rank my videos higher using off video seo as I believe my other stuff is already optimised enough.

Would this be a good strategy?

Money site (videos)
Web 2.0 network automatically links to new video after every upload
A lot of tier two links to the web 2.0s and 50-100 social signals to each video

Thanks in advance and I would appreciate more advice

Yes, so long as you keep spam as far away from your property, you should be fine.

Can videos be penalized for off video seo as well? Because they are obviously on the YouTube domain

Your Video >> Tier 1 (Web 2.0) Both embedding and contextual link to your video >> Tier 2 (Contextual do follow blast0 >> Tier 3 - Optional (All type of links).
Also Share your video in Social sites like (fb, Twitter, G+ ..)

Its fine except that your videos can be removed anytime making all of your efforts void.
