Is this a good SEO strategy?

Hello everyone! I am soon going to start up a authority website, but before I do that i want to have a good SEO plan. My plan is this, buy 1 article each week for 5$ (the website i am going to buy already has 25 articles) Then im going to create web 2.0 for each article, after that create a shortened link for each web 2.0 at bit.ly then paste all my bit.ly links into http://301.dripapps.com/ and create 5 of each after that i will Buy backlinks on fiverr or BHW and give them my shortened links. ( i got this method from @kittykut ... thanks for the cool method!) Once the web 2.0 and backlink proccess is done i am going to use fiverr to buy 1000+ article submisions. After that i will buy 30 Manual PR9 Edu Safe Backlinks from fiverr as well for 5$. The next step will be to buy 200+ social bookmarks of fiverr for 5$. Also i will buy 5000+ forum profile links for 5$. Tier 2: i will be buying 2000+ wiki links of fiverr for 5$ and 900 social signals for 5$. And finally i will be using InstantLinkIndexer.com as an indexer service. I am using this strategy because it is the used by a Extremley succesful BHW marketplace thread that charges 100$+ for the service, but im only paying around 40$. Is this a good SEO plan? Any suggestions are much appreciated!

Well, I'd say write the articles yourself, because a five dollar article isn't really going to be high quality at all, just letting you know.

As far as the SEO strategy, without knowing the keyword competition there's not much that I can say. But, sure, I'm using something close to that, with my expired web 2.0 and the rankings are doing great so far, but I'm doing like 100 web 2.0,s per week, all expired and then powering it up with the tiered 301 shortners and other blasts from GSA.

In the end, you have to try it yourself and see what works.

Sounds a bit basic. And I don't think fiverr is going to get you that far.
IMHO better to get some lower volume, and higher quality back links.

I wouldn't use fiverr for my tier1 tho unless you are into churn and burn thingy.

I would build aged web2.0 and pbn for my main links, and diversify the links with edu blogs / guest post / new web2.0 / doc shares.

For tier 2, use the service here on bhw, always go with the contextual links.
