This really depends on the niche. If you can find good, relevant CPA offers it could be good, but the only way to be sure is to test it.
 
The search volume and competition are solid and thus the KW is worth going after if you can locate a good CPA offer. Also, look for other related KWs and find out their search volumes and competition levels. It's always good to build a blog around multiple good KWs as opposed to just one.
 
Dont use the intitle and inurl commands. They are both useless when it comes to gauge the competition. You're not competing against 3k sites. You're competing against the top 10 results. So, analyse those top 10 sites manually. Look at their on-page and backlinks profiles.

Also, are you sure you ticked the "exact" results and not "broad"?
 
Well that depends where is "local", if it's in USA/CA/UK then yes but there aren't many CPA offers for other countries, make sure you find an offer first :)
 
Crap! I'm in Spain so there aren't offers in the CPA networks... The best offers are Pin Submit and they're about iphones and electronics so it isn't very useful... I'm thinking of not doing CPA but juicyads could it work?
 
Check the competition with Market Samurai.
You can always monetize it with Adsense.

Yeah there's a lot more factors to look at than how many times it appears in the title of other sites. Check out viperchill's KW research guide, it's brand new and really detailed.
 
Yes it is one of the better ones but you can find even better if you look.
