$30 a month for unlimited 4g plan.

Would this be good for making a 4g proxy?

Depends on where you are located and what service you're referring to. In my country that's way to expensive but I don't know about yours.

You can just definitely check and compare it with the competitors you have in your country.
 
Be careful and check what will be speed after 35GB..

It says this:

Mint Mobile will reduce the speed at which you can send and receive data over the Mint Mobile network to 128 kbps until the end of the applicable 30-day period. The initial reduction in your data speed depends upon your Service plan and can be found in the Mint Mobile FAQs. If you continue to send and/or receive a substantial amount of data (as determined by Mint Mobile in its sole discretion) after our initial reduction of your data speed, we may further reduce your data speed to 64 kbps.
 
so it's not unlimited, u have 35gb and after that, the internet is so slow that you will not be able to use it
 
Atleast 5 Mbps post the 35 gigs go out if you want to offer that as a service to a few. For more, you need more speed. Also, 35 gigs is a lot less in itself. I'd call it a cheap marketing stunt but then again $30 is nothing for these features in some parts of the world.
 
In my experience, you can test it on a small scale, because that's what I do, and I'm pretty stable at the moment
