Is this a fake address? What should I do?

So a buyer just purchased an item off me from ebay and paid me via paypal.
The buyer is new, just created an account July 31, 2016 and has 0 ratings.

This must be his first purchase or it could be someone who made another account
to try scam me or get at me?

Anyways, here's the mailing address they gave me on their ebay/paypal account (i omitted their name of course)
but I don't see how this is a REAL address because there is no mention of a street name
with number, and even the zip code seems to be nonexistent for that country:

That's the mailing address. Does that look like a real address to you??? I can't seem to figure out how this is a real address. Anyone can confirm?

BTW, if an ebay buyer has a wrong address on their ebay account/paypal account, and paid you, and then you shipped to that mailing address they provided, if it turns out to be a wrong address, am I protected from a chargeback/refund? I will of course have tracking number for it, but just wondering on the ebay policies. I'm pretty sure if the buyer provided a wrong mailing address, they shouldn't have the right to ask for their moneyback and the seller just loses the item they shipped (because obviously it's lost and won't come back to you).
 
I'd cancel the transaction just to be safe, blacklist that buyer and then tell them you ran out of stock.
