If I search '토토사이트' on Google and click on the ad that appears in AdWars, a gambling page will appear.
토토사이트 is Mean online sport gambling

Connect to the domain below.
'https://secureemart.com/dododo3184.html'

However, when you access this domain, the normal page is exposed.

Is this clocking or is it the way you inserted the source into the page?

this is likely clockling where different content shown based on the sorce or referrer while the normal page is displayed otherwise.

Is this a difficult technique?
I think it would be very good to apply it to AdWars.
 
That is the method every blackhat user uses to promote ads and we call that surrogate ads masking. When you don't know things everything is difficult when you know everything is easy.

There are cloak services in the marketplace you can ask them.

That's basically redirect + cloaking. Most South Korean campaigns are like that for casino niche.

No. It is called CLOAKING and it is called ADWORDS.
