Is there such a thing as an opt in form scraper?

Hello
Recently I been cheking on different blogs where I can display some banner ads of my products
but I am also interested to find blogs with a long list of email subscribers for a solo ad
My question:
Is there any strategy, software or site that can select only blogs that display an opt in form right at the click of their URL?

Interesting, why would you want that? Never heard of their being one..

I don't remember where I read that if you want to find a good place to run a solo ad
The big solo ads warehouses is not a good idea because those guys probably brought their open rate to the ground with all the sales pitches they constantly send
And I should look for those blogs related to my niche with good traffic and if they have the opt in form right at the load of their front page the better
But since I still haven't find any I thought maybe I am not looking for them correctly
