Is there such a thing as a customizable web script for your own "image modification" site?

I'm thinking of a site where the user can upload a photo and it do one thing only, put a decoration on the photo.e.g. put the head on a background with fake body. Or put decoration around the outside like a frame.Is there some pay script, regularly updated, that will do this?It seems to me if you modify it and have the right idea then it can go viral very quickly, make money off Adsense or CPA style banners.Any ideas?

I have made something like this for a meme site before, using Yii framework. Not sure if there is a paid script though.
