$1 per hour is very small target. It will not be enough to even cover the expenses made to achieve this target. You should aim for a bigger target. Like at least $10 per hour and even that should be incremented every year.

and still cant get clients or freelance

You can start programming simple websites and I'm sure someone will hire you at these rates. Maybe you'll even make $2 per hour with time. :)
 
Go start YT channel.. With basic slides you can make 50-100$ a day and 900-1000$ a month easily.
Im doing this as side hobby, because I have main job and little free time.
Go read my journey for motivation
 
Those who are suggesting micro jobs site , it will not give that much income.
