That will depend of kind of Hosting, generrally you can use Modsecurity in VPS / Dedicated servers because you have root access, you can do whatever you want.
Even use ModSecuity, Suhosin, Fail2ban, IPTables etc
For example one provide that uses ModSecurity and is DMCA Ignored:

LiteSpeed Hosting comes with ModSecurity, you maybe you can't change settings, but is built-in. I mean is installed in server side where System Network Administrator.
You may ask if they have it available for users, or only for them.
Because if you configure it wrong, you will have issues!
Centos Web Panel have it included and Cyberpanel also (not sure, but i think cyberpanel have it).
