Yeah, it indicates that no page exists there. Probably it's been removed recently and still indexed or linked to from another page.

hmmmm , I am sure that the page is up and running because sometimes(very rarely) it says Server is busy, please try again later
It is a government website and today it is supposed to be VERY busy
I am not saying that your answers are wrong I know nothing 'bout these things, just adding some additional info

If it's busy than it would take 5 min to take you to site, and when it did after you click something ( link, picture ) it would try to load for 2-3 minutes and give you this screen. If its instant from moment of entering ( www.xyzpage.com ) and pressing enter, then its something else, ddos, no internet, ISP down or million other things
