Check out my Instagram scraper (link). You can scrape users by hashtag/location/user's followers or following and check if they have specific keyword in bio.

If you do not mind paying for a tool, Jarvee can do that as well as automate Instagram. It has a 5 day trial, just need an email to sign up. You could use it to see if it scrapes how you want it to? It also has the function to export the list to a .csv
