Is there any software that can view competitors entire ad campaign setup?

I don't think such a thing exists or is going to exists. All ad spy tools only scrape social media for displayed ads and can't dig deep on the entire funnel.
Ad spy tools only scrape the front ad, there are a lot of other parameters (retargeting, video views, content view, add to cart, initiate checkout, look a like ...)

There was some tool called ad sniffer, but i never used that as it was way to expensive.

Don't get me wrong. I'm sure there's a way to program a software to do something like that. You can look into "sniffers" but though. While it has functionality similar to what you're thinking of, it has it's reasonable limitations. As is usually the case, the best software for these type of tasks are private software so commercial alternatives may come up somewhat lacking.

I'm not aware if there's software that achieves everything your looking for but I do know that there are certain SERP tools that allow you to scrape competitors Google/Bing ads. Obviously, this is not a turnkey solution but it might help you achieve you're goal.

Actually, there was one before the FB changed everything. It was several years back, the tool used to give detailed demographics including the target audience. Budget was not displayed though and you could even download the entire funnel too. Quite expensive at that time and I had used for my FB campaign. Within few months, the tool stopped working and FB changed rules and UI etc. Ahhh I miss the old days.
