It would be great if there is a program that cuts a copyrighted part of video automatically. Because of few seconds copyrighted part, videos cant be monetized.

I'm confused by your question. How can it remove the copyrighted content if the software wouldn't know what was copyrighted? Or do you mean to remove it from a video that is already uploaded and was marked as copyright?

i'm not sure if i understood your question
but i used to work with Camtasia to bypass all kind of copyright problems

I mean that if there is a software that detects a content (audio, visual) which Youtube WOULD find it copyrighted and delete it . In other words , a software knows which video would be flagged by YT. I assume that it is difficult to make such software, but asking just in case I dont know any.

As a software developer, the only methods of creating such software (that I can think of anyway), would involve massive amounts of data, very likely, data for every piece of copyrighted content.
That would be an rather impractical. YT can only do so because they happen to have vast amounts of data on the copyrighted material.
Even then, they don't have it all, a lot of content still needs to be reported for copyright.

If you still wish to pursue such software in hopes of finding it, I'd suggest looking to see if the YT API has anything for it, however it's doubtful since it could potentially be a very resource intensive process.

if you dont know the license of the music it is likely that it is copyrighted

Thank you for your insight on the subject. I will take a good look at YT API later .
