I'm a programmer and I'm wondering if there is any Open Source SEO tools created or being created? Or maybe any other type of Black Hat tool that is open source and related to this forum?

What kind of seo tools you mean?
For example there is a ranking tracker seopanel.in

Yes it is opensource but it was a pain in the ass for me. It never worked quite good.

Same question was asked on the coder section a few times over the past years. My take on it : that market is not so much about the tool, but more about the service offer, an up to date tool with maintained databases, an experienced crew with a long term commitment, forum, skype contact, and a stable user community that share databases and templates. Most gladly pay 60 bucks for scrapebox or a few hundred a year for seNuke. Seems they found their spot in the market place and everyone is satisfied with the situation. 99% chance a free open source project runs out of steam within 2 years as no one is going to do the skype helpdesk 24/7 and maintain databases for free.

Interesting thought.

If someone could build the platform, and then allow developer to build off of that.

It hasn't been clearly stated in your question either you would like to have open source tools to develop them further or for your personal use. If the latter, be prepared to vulnerabilities such tools are open to, although they are free and this is a plus. And yes, there are open source plugins for Wordpress, like All-in-One SEO Pack..
