I heard there are some affiliate programs that pays between 1$ and 3$ per simple E-mail submit?

That is correct. A LOT of CPA companies do. Just do a google search for top cpa companies. If you are looking to frame offers, that is a totally different story.

There is a thread containing which CPA networks don't require the phone call in the CPA section. As far as any that contain the e-mail submits I am not sure. I am with Hydra and they provide numerous ones.
