Far as I'm aware, Bing doesn't have the same kind of dedicated indexers you'd expect to find for Google since I imagine the demand isn't nearly big enough for it. They probably exist but few and far between. That or the few Bing "indexers" I've been told are pretty much just wrappers around that API or bulk ping tools. You could go for the practical option through Bing Webmaster Tools. Works for backlinks too and not just your own pages.
You are right am starting to think B is more about quality then quantity. What sites features make them more likely to be crawled in your experience?

Good question. From what I know, there aren’t many reliable Bing indexers like the ones we see for Google. Submitting via Bing Webmaster Tools still seems to be the most consistent way, but I’d also be interested if anyone has tested alternatives for backlinks specifically.

Not mine but in the experience of my associates (or at least going off of what they know), Bing tends to crawl more actively if your site’s got solid backlinks from frequently indexed domains. Plus, a clear sitemap submitted and regularly updated content should boost your odds significantly.
There's also internal linking and having decent site speed on top of that, so pretty much anything that makes it easy and worthwhile for their bot to come back.

Not really a magic one best bet is Bing Webmaster (URL submission/API), plus get links on already-indexed, reputable sites and social shares focus on quality and patience.
