Yes but ask him for a list of the sites he will be posting on and and examples of what the listing will look like/ content.
I bought 30 citation links and they were complete junk. Each website the seller posted my link on was targeted to a different niche, for example he posted my business in a car dealership website then in an animal care review site then in a site where to buy computer hardware. He even included a site providing providing adult services, I couldn't even check because my work blocked the website and I haven't been bothered to check from my personal computer.
Most of the websites were that insignificant that hardly any of the links got picked up by google which I'm actually relieved at. And the actual information provided was completely basic, just an address and a couple of keywords.
If the list of sites looks credible and you think the seller will put effort in to the citations then should be good.
