I was looking for some free WAYBACK Machine Downloader.. Is it possible? I am building a PBN using expired domains and their backlinks. Is it a Good Strategy to go with ?

I personally wouldnt copy the site like it was before. Make a new design and ...
Do a manual check and just copy quality content, you can always redirect links to homepage (the ones that have poor content but still links).
I saw there are some wayback machine downloaders but not sure if any of those were free

I have used DomRecovery which worked really well and a couple of free Ruby GitHub apps which did the job just as well but more command line (technical).

However, having said all that. As said previously, it is better to not create an exact copy and just copy the content from the pages which have the links or 301 via a plugin to reuse the link juice.

The Ruby on rails version îs pretty easy to use. You should check that.
