Could you be a little more clear with your question?
Are you looking to run ads and make money without anyone clicking on them?
If so, you should be looking for PPM/CPM advertising. Which pays for 1000 views rather than per click as with PPC. A word of warning. Though these programs exist, they pay very little, and if your traffic never clicks on the ads you risk losing your earnings.

no , sir .. i mean when someone click a link on a website , a http referrer (that website) will be visible on cpa network . i want put a link on yt video of other people but most cpa network will not allowed this . is there any cpa network that allowed this ?
