Is there any coming back from black hat link building penalties?

When I joined this new job, they had just finished migrating to a new domain and realized that the keywords that they most wanted to rank for in a competitive industry had tanked (98 DA keyword). Before the migration, this company was ranking at around the 2nd page for it.

Upon investigating their backlink profile, I had realized that they had bought a bunch of spammy and low quality backlinks from PBNs and other link building schemes.

We have since disavowed these links but have seen no results.

Is there any coming back from this or should we start from scratch?
