Is there any big hit to Black Hat SEO using tools?

Is there any big hit to Black Hat SEO using tools? I mean in terms of ranking. I felt so, may be wrong observation. Ranking of sites are fluctuating and some of sites with black hat has gone drastically down.
While sites with grey or white hat are moving up with ease.
Anyone else observed something like this?

And what Bh tools did you use ?

I use mostly scrape box and GSA. Apart from few other small tools. But, I guess extreme links with GSA are getting a hit.
