Is There An HYIP Referral Programme, Which Pays Instantly ?

People here don't bother with that HYIP crap, OP

There were some programs like In India etc., which were running for years and also offered refferal commissions. But finally all these programs fell down and lots of people were scammed. I really don't recommend you joining any HYIP program, you only make people disappointed and not even you can be sure if they will pay you your commissions or not.

OP - HYIP programmes are inevitably scams or ponzi schemes. Finding something with an instant payout may be challenging but you'll need to look for a reputable programme or reword what you're asking for, otherwise you're inviting dodgy offers or shady affiliate links.
