you can but not using a single tool, it need multiple, and still need video editor software

you mean changing face becoming more beautiful?? that is basically deepfake. you can also utilize it.

currently the most you can do is change video from one style to another like real people dancing into 3d char/anime doing the dance. make real movie into anime version of it. there detailed guide out there , just google it. but in essence you need take pic frame by frame and you stable difussion to change it per frame.

Other method is use LLM model to create script, than std to create image based on the text, than you narrate it or use ai voice, put it together on video editor

There are many services here on bhw who can also bulk made these type of videos.
 
Lumen5 is a good tool that does the job same as AI would, and works long time ago, since 2017
 
You should be more specific about what exactly you want to do.
 
I don't think its even exists. Even that i don't think you can expect something quality
 
I think there are AI tools to make video . But not sure about it will work for these applications.
