Is there actually a Blogger partiality for Google?

I would say so, it's from Google and it has a domain authority in the high 90's

All depends on Content and site structure... Infact, the Label pages in blogger are nofollow ( i found that last time i checked.. not sure if it still is the same), so you lose some of the pages...
What I have found out in my development career is that, Self Hosted wordpress is preferred over blogger (of course, i didn't try hard enough in blogger) , but blogger blogs get indexed faster initially...

I think they treat them the same
blogger can't be edited like another website, so I'd say it's worse
