Anyway, let's say I want to buy this expired domain and reconstruct all the pages so that I can regain the backlinks.
Would that make 330 disappeared ref domain backlinks to reappear, or is that just going to secure those 23 ref domains?
 
It's not guaranteed that all 330 disappeared ref domain backlinks will reappear. Reconstructing its pages could help you regain some of the backlinks that were previously associated with that domain.
 
In my opinion i'm not sure to bring back all 330 disappeared reference domain backlinks it can help you to secure 23 referring domains

In my opinion, you can regain some of the backlinks but can't guarantee that you would get all the backlinks back.
