Is there a way to partition badwidth on my server between diff programs?

I have gsa and cb running aorund the clock but now i also want zenno bots running on there too.

The problem is that the bots use proxies and with gsa and cb hogging all the bandwidth it causes timeouts on the proxies.

So is there a way to ration/partition the bandwidth between the programs so that zenno always has some clear for steady use? It doesnt take much it just needs some constant so it doesnt cuase timeouts.

I'd also like to know this.

windows 7 & server 2008 can have QOS (quality of service) policies for different applications that should limit bandwidth
