Every time I try to make a new listing this pops up.

 

did you verify your paypal and link it?

 

I got it linked and a credit card on the paypal.

 

You need to link your verified paypal to your ebay account.
That's the only way.

 

possible reasons could be that your
cookies have to be enabled and or your ip is constantly changing. did u have a past account get banned or closed? i always do e-b-a-y on a diff user account of my computer. keep my stealth black hatting settings, proxies, cookies and browser settings seperate from my auction settings. good luck chuck!
