Is there a tool to search across telegram post content?

Global search across all public telegram channels and groups isn't a thing, no.
You can however find channels/groups your competitor is related to and see if they have posted there. You can search for a message in one channel/group but not all public channels/groups.

likely not. you would likely need to get a tool custom made to achieve this

doesn't seem to be working properly, only finds 1 result to one of the largest services out there
