I'm making the accounts on my private proxies but some of them need phone verification anyway.

From my experience evry Twitter account needs phone verification and then reverification, then email verification and reverification. You need a phone provider that can receive calls because the code is sent via voice recording.

You can make a Google Voice number for each gmail account you have. That number in turn can verify accounts. Also there is an app in the android market that is called TextNow I think, and you can use this in conjunction with bluestacks subbing out your virtual device info.

I would just advise you buy your accounts though.. they're pretty cheap and time is money.
 
try smspva - they have a bst here. I use them for fb accounts
 
I have been verifying all of my Twitter accounts using Google Voice, which I buy for about $1 for account. 1 number per 3 accounts. I create accounts using Gmail - non PVa then after about a day or 2 it will ask for phone verification. Use google voice number for verification and re-verification and bend twitter over and take off her pants and re-verify the the account.

Where are you getting your google voice numbers from?

Try Textnow or SMSPVA. I believe SMSPVA works just fine with Twitter but I've had problems with them on Instagram. Haven't tried Textnow with Twitter but it works just fine with Instagram for me, so I believe it should be alright.
 
TextNow i use it with no problems. Call Works.
Other Paid Services are getsmscode.com , smspva.com and easypva.com
