Is there a reason why no one offers forum linkbuilding here`?

Hi,
i am mostly active on the german market including seo stuff. I dont analyze english websites alot but most german websites (depending on the niche) have natural forum links. I cant find one service here that offers this which i think is kinda strange. I know its quiet some work to manage natural looking forum accounts and make posts that dont get moderated but a natural looking backlinkprofile should have it. Anyone can recommend me a good service provider that offers decent forum posts from aged accounts that have normal postings too? (no signature shit, i mean real quality)

Forums have been devalued, but forums still drive targeted traffic.
